How to read the confidence column

The honest summary

Two of seven aquifers have a leakage value that is not a guess or an inference: the Sherwood (derived from published T and Sy) and the Chalk (assumed outright). Everything else in the tier assignment rests on the table above.

The tier boundaries themselves are not estimates - they come from the calendar, not the rock. What is estimated is which side of them each aquifer falls, and for five of seven that is currently a judgement about lithology rather than a measurement.
